本书用大战略理论分析美国小布什政府第一任内发动的阿富汗战争和伊拉克战争，所要回答的问题是：小布什政府发动的这两场战争给美国带来什么影响？小布什政府的大战略是否成功？本书所依据的大战略理论的根本原则是：国家根本目标的确立是大战略的首要出发点，很大程度上说是决定一切的根本；战争的真正胜利应以战后和平的获得为依据；大战略的目的与手段应达到平衡； 大战略成功与否的评判标准以是否实现了国家根本目标为准；灵活性的大战略思维是大战略成功与否的深层次原因。作者认为：小布什政府违背了大战略的各项原则，大战略是失败的——在变化了的国际政治新形势下，沿用旧的战略思维制定国家大战略。 （This book employs the grand strategy theory in the analyzing of the Afghanistan War and the Iraq War, which were started by US during the first presidency of George W. Bush. The questions calling for answers are: how was America influenced by these wars started by Bush government? Was his grand strategy successful?The fundamental principles of the grand strategy theory that applied herein are: the primary starting point of the grand strategy is the identification of national basic targets, which may be highly regarded as the decisive root for everything; the true success in war should be based on achievement of post-war peace; the purposes and methods of grand strategy should be balanced; the judgment criteria for a successful strategy is the achieving of national fundamental targets; flexible grand strategic thinking is a underlying cause of its success. The author believes that the grand strategy was a failure, attributing to that Bush government went against all principles of strategy and followed outdated strategic thinking to prepare national grand strategy in the new international political situation. ）
